Die Hartz-IV-Edition ist die verbilligte Ausgabe oder schlechte Kopie von etwas. Das kommt daher, dass Menschen mit kleinem Geldbeutel nicht in der Lage sind, sich teure Sachen zu leisten und auf den preiswerteren - manchmal auch billigen - Standard von Dingen (Kleidung, Gegenstände usw.) ausweichen müssen.
Oft auch einfach für "Schund" gebraucht.
Felix: "Was ist denn das für ne schicke Jacke? Armani?" Jörn: "Nee, nur die Hartz-IV-Edition."
Björn: "Was spielste denn da? Hartz-IV-Edition von WoW?"

This comes from the fact that people with a limited budget are unable to afford expensive items and have to resort to the cheaper - sometimes also inferior - standard of things (clothing, objects, etc.). Often simply used to mean "junk."
