freilich kann auch der ungeprüfte Glaube stark sein, es fehlt jedoch der Beweis... und irgendwann werden hoffentlich auch die IS-Kämpfer begreifen, dass sie eigentlich schwach im Glauben sind, wenn sie die Versuchung verbannen statt ihr zu widerstehen...

It is occasionally quoted to contradict the construct of a theocratic state: the theocratic state cannot be the will of Allah, as it would eliminate the trials and challenges of faith.
Jihad can (and should) also be understood as a "arming of faith" against the hostilities of a world of non-believers, not as a real war against non-believers and those of different faiths.
Of course, untested faith can also be strong, but it lacks proof... and hopefully, at some point, even the IS fighters will realize that they are actually weak in faith when they banish temptation instead of resisting it...
